It would look as though there are many views on whether you can scramble and encrypt private communications. The general rule is that any communication should be able to be decrypted by anyone that is wishing to bear witness to that transmission. I know that there are a few base CB radios out there that are experimenting with this technology, but do not expect any sophisticated encryption techniques. Also,if the receiving station does not have the same equipment to decode, then you run a real problem in holding a conversation. I would suggest you Google "encrypted CB radios" and see what results you get. Because I don;t know your location, I cannot provide further assistance.

Cobra, Uniden, and Motorola, are good ones. You can get all the information you need from the place you buy it from or the manufacturer.

Walmart near me uses the GMRS or FRS handheld radios

These radios can be bought in the walmart store.
I think I have seen them in sporting goods for hunting season.
The channels are selectable right on the radio.

The frequency is somewhere between 462 and 465 MHz
This would make it UHF.

Using the radio to interrupt business communications is a crime.
Even though walmart is not specifically licensed to use those frequencies by the FCC.

It sounds like you will be using the headset with a commercial hand-held radio. Call for find a web site for the radio manufacturer. They often have accessories for the radios. One that fits a hard hat might be a little tougher to find, although if the headset band is light enough you can put the hard hat on it without much of a problem, maybe weave it through the hard hat support. If that doesn't work, you might think about getting a speaker-mic instead that clips to your shoulder or safety vest.

You might be better off with an "around the ear" style headset. Without knowing which make and model you have it's difficult to advise but there's a wide variety of headsets on Amazon and eBay.

It may go 36 miles in completely IDEAL conditions. In other words, they will never work that far in real life in most cases. How far walkie talkie will work depends on how hilly it is, are you inside or outside, is the building made of metal, etc etc. The only way to tell if they will work in any certain circumstance is to just buy them and try them.

Handheld 2-way radios (transceiver, walkie/talkie or whatever) are designed to be omni-directional. Due to the design limitations for portable radios, antennas for these devices tend to become uni-directional when "pointed" in the direction of a single signal source when there are multiple sources for the "same type" of signal.

Does that make any sense to you?

UPDATE: Well, when many things that are the same communicate using the same type of signaling there may be only signal that you are interested in. From that perspective any one thing is the greatest of them all. It may not be the most powerful in terms of energy so you will have to focus on that one signal in order to filter out all others.

Could be from the ignition coil or the distributor (I assume you have petrol engined taxis?)

If not it maybe from the alternator - does the interference change pitch when you rev the engine?

Sounds like some kinf or surpressor is needed - but without knowing the exact source it's difficult to specify which type. Try asking a knowledable auto electrician in your area.
