              fcc rules on two-way radios?

              I’m tired of 60-80 dollar two way radios being unreliable (they advertise stuff like 2-5 miles, BS). I would like something more powerful (2 miles under any conditions/terrain, weather proof, etc), however I believe I’ve hit an fcc roadblock. WTF? Can anyone explain to me fcc rules concerning two-ways and have suggestions on how to get a more hefty radio?
