Problems with Motorola Walkie Talkies!!?

Two of our Motorola Walkie Talkies FV 150 will receive but not transmit anything. It seems like it is trying, but wont do it. I’ve taken the batteries out and nothing happened, it still did it. Any help?

    Me and My sister where outside onn our new mini pink cobra Microtalk Walkie talkies and then all of a sudden it rung up numbers like beep bepp bepp bepp beep beep beeep . then after that we heard a cop on the walkie talkie mumbling like blalalallalalalal then he said suspect on IQ.oh and this boy who was playing with his friends? how can you get theses signals please tell me! i want to no how i can do it again!
